    Ate Flor,

For more info as on the licensure exam requirements, you may visit this site:
    http://www.prc.gov.ph/examapplication.asp?svc_id=1

If you plan to migrate to North America or Europe, your husband can finish the online courses available in my blog:

    philipjarina.blogspot.com
Free Continuing Education and E-learning for Electrical Engineers and Architects

The online certificates are recognized in North America and Europe even if he fails in the REE examinations.
